IMCL was formed in 1984 to provide high quality international consulting services in public sector management and financial management. This includes all levels of governmental and public sector organisations and the whole financial management cycle - planning, budget, budget execution, accounting and audit, and supporting strategies, including IT, training, human resource and change management. IMCL's experience ranges from diagnostic reports and project formulation through to the design, acquisition and implementation of integrated financial management systems, and has been gained in economies in transition and in developing countries, as well as with multilateral donor organisations themselves.

Project and Change Management :- IMCL has developed a very participative approach to change management, working with key stakeholders to build ownership of reforms. Through this approach strategies are identified to achieve sustainability.

Participative Approach to Projects :- IMCL has developed a participative approach to technical projects. We involve key stakeholders in the design and management of change using a range of participative tools. This approach builds ownership and ensures that solutions meet real needs. Constraints are identified and change strategies are developed by the stakeholders.

Project and Programme Management :- We use the UK PRINCE (Project IN a Controlled Environment) II project management methodology to ensure a structured approach to project management. However, many projects have multiple outputs and require a programme approach to management. For this purpose we have integrated PRINCE with the Logical Framework approach, and have developed our own monitoring, control and reporting tools.

Managing Projects Across the World :- A particular challenge is to manage projects throughout the world, often with stakeholders and donors in different countries. We have developed a web based system for remotely coordinating projects and ensuring information is available over a secure system.

Provision of Consultants :- IMCL is also able to provide individual consultants to support a project or government. Consultants may be provided to other consulting firms, bilateral or multilateral agencies.
